Rep. Kerttula’s Juneau News: Capitol Shows Signs of Life as Session Approaches

Taku Task Force Meetings, Prefiled Legislation Released We’re just 11 days away from the beginning of the second session of the 27th Alaska State Legislature. Today the cross-gulf ferry arrived with several legislators and staff aboard, the first wave of “leggies” that will soon fill the halls of the capitol building. What was yesterday a sleepy building with only a few offices open on each floor is now buzzing. Boxes of computers and office files will soon fill the halls as everyone unpacks for the session. It is an exciting time of year and I’m looking forward to seeing everyone and getting to work! Last night, the Taku River Fact Finding Task Force formed by the Juneau Legislative Delegation met for the first time and I’ll share a little about that and future meetings with you in this newsletter. Today, the first batch of prefiled legislation was released for review and I’ll give you a link and some highlights.

Rep. Doogan in Juneau: Special All Talk, No Process Edition

Government by Press Conference There’s been a lot of talk about process in the Capitol the past two weeks. In case you’ve missed it, and you very well might have, legislators are still down in Juneau, trying to figure out if we’re going to have a budget next year. So far we’ve been at that for 12 days of special session, and we’re pretty much right where we started. Maybe that’s because everybody is talking about process, mostly in dueling press conferences and interviews, but nobody seems to actually be applying a process.

Rep. Guttenberg’s Legislative Report: Session Ends with Never-Exercised Constitutional Provision

Sunday night around 10:40pm the Legislature was adjourned by Governor Parnell. This constitutional provision has never been exercised before. The Alaska State Constitution states: Article 2 Section 10- Adjournment. “Neither house may adjourn or recess for longer than three days unless the other concurs. If the two houses cannot agree on the time of adjournment and either house certifies the disagreement to the governor, he may adjourn the legislature.”
