Rick Harper is a Houston-based consultant and former president of ARCO gas, who was here to provide independent insight into the Governor’s proposed oil tax reduction. Based upon his decades of experience developing oil and gas resources, he brought great insight into how industry really makes decisions and what legislators should consider when being asked to make a $2 billion per year decision.

Rep. Beth Kerttula’s Juneau Newsletter: Gasline Compass Piece and Budget Update

My heart goes out to the victims of the horrific earthquake in Japan this morning. It reminded me of being in second grade and watching the ground literally move in waves during the 1964 earthquake that devastated Alaska. I will be watching for ways to help.

Rep. Kerttula’s Juneau Newsletter: Oil & Gas Tax Revision Moves Forward

On Monday, the House Resources Committee passed out legislation to revise Alaska’s oil & gas taxes after only a handful of hearings. As I wrote in my February 11 newsletter, I oppose these changes.
