Rep. Guttenberg’s Legislative Report: Vote! Interior Veterans Cemetery; PERS/TERS; Gold Hill Bike Path Meeting;
After many years we are finally a step closer to breaking ground on the new Interior Veterans Cemetery. The Department of Military and Veterans Affairs has slected a new 40 acre parcel off the Steese Highway by Goldmine Trail. This land is already State land and contains signifcantly fewer barriers than the orginal site adjacent to Birch Hill.
This month I attended a meeting with the Department of Natural Resources, Fairbanks Borough, Department of Military and Veterans Affairs and other Interior Legislators to discuss the need to move forward on this project. Our veterans and their families shouldn’t have to wait any longer.

Rep. Guttenberg’s Legislative Report: Alaska Coastal Zone Management Sunsets; Governor Budget Vetoes Released;
Thank you to everyone that attended our constituent meeting. We heard from many residents on numerous important issues. I apperciate all the feedback and if you weren’t able to make it to the meeting I welcome you to call, write, or visit my office at anytime.
We heard a variety of different issues and concerns from energy projects to air quality. The Govenor had just realeased his vetoes so we were able to have a discussion on what that means for Fairbanks. U.S. Senator Mark Begich called into the meeting to take questions on federal budget action and costal zone management.
Last Wednesday’s meeting was just the first of many we will have. If you live in the Denali Borough we will be headed your way soon.

The House Finance Committee will be taking public testimony on the Capital Budget, HB 107 tomorrow Wednesday, May 11th from 9am- noon and 1pm-4pm.

Rep. Guttenberg’s Legislative Report: Session Ends with Never-Exercised Constitutional Provision
Sunday night around 10:40pm the Legislature was adjourned by Governor Parnell. This constitutional provision has never been exercised before. The Alaska State Constitution states:
Article 2 Section 10- Adjournment.
“Neither house may adjourn or recess for longer than three days unless the other concurs. If the two houses cannot agree on the time of adjournment and either house certifies the disagreement to the governor, he may adjourn the legislature.”

Rep. Guttenberg’s Legislative Report: It’s Time To Take Up the Budget; Final Hour Legislation; Thank You UAA Intern; Redistricting;
With one day left the race is on. The main focus will be passing the capitol budget and any final pieces of legislation that have made it through the process. A possible adjournment Sunday may not be realistic as of today. Right now it is my impression that we will be in Juneau as long as it takes to get the work done.
In late May you should be receiving my paper newsletter which will give a more detailed look at projects in the budget and the overall impressions of the session. We also will be working to put together constituent meetings around the district.

Rep. Guttenberg’s Legislative Report: Energy Relief Plans for the Interior; Legislation Update;
The 2011 Legislative Session is rapidly coming to a close and I will soon be coming home. Marilyn and I, along with our dog “Lily”, will take the ride home to Fairbanks. Right now we are under what is called the “24 hour rule”. That means the three day public notice isn’t in effect. If you are following specific legislation take notice that it can be heard at any time.
