<p align="center" class="fb_desc"><span style="font-size: 16px;"><em>Bill would make it easier for Alaskans to pay off loans for upgrades that lower their energy bills</em></span></p>
<p>JUNEAU &ndash; Rep. Pete Petersen introduced legislation this week to allow Alaskans to pay off home energy upgrades with the savings they earn on their utility bills from the improvements.</p>
<p>&ldquo;With energy costs as high as they are these days, we need to do everything we can to make it easier for Alaskans to make their homes more efficient and lower their energy bills,&rdquo; said Rep. Petersen.</p>
<p>The bill (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20334&amp;session=27" target="_blank">HB 334</a>) would allow energy utilities to partner with third party lenders to make loans available to their customers for energy efficiency improvements and to allow customers to repay these loans through installments on their regular utility bills. Individuals and business can achieve significant long term savings from upgrading the energy efficiency of their homes, buildings, and appliances, but high up-front costs too often make these efficiency improvements hard to afford.</p>
<p>&ldquo;Too often, the up-front costs of energy retrofits prevent Alaskans from making the improvements,&rdquo; said Rep. Petersen. &ldquo;If we can make it easier for Alaskans to finance those up-front costs, we can help more people lower their energy bill for years to come.&rdquo;</p>
<p>In order to qualify for one of these loans, customers would need to have their property inspected by an energy rater, and they must use the loan to pay for improvement recommended by the rater using a rating system approved by the Alaska Housing Finance Corporation.</p>
<p>These loan programs would complement the Alaska Housing Finance Corporation&rsquo;s successful Home Energy Rebate program and the Alaska Energy Authority&rsquo;s new Commercial Energy Audit program, by providing a convenient financing option to pay for the costs not reimbursed by these programs.</p>

Pete Petersen (D-Anchorage), the prime sponsor of legislation to ensure the per-student allocation keeps up with inflation. &ldquo;It&rsquo;s the state&rsquo;s duty to make sure schools get those resources, and it&rsquo;s important for our future that we honor that obligation to our students this year and every year.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">The Alaska Constitution requires the state to &ldquo;establish and maintain&rdquo; the state&rsquo;s public schools, and court rulings have interpreted that to mean the state is obligated to provide adequate resources to school districts.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;Alaska&rsquo;s educators need to know they have a commitment from the state so they can focus on where to improve, not where to cut,&rdquo; the representatives say in the letter. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Alaska House Democrats are working to garner support in the House for increasing the per-student funding amount enough to cover the costs of inflation. There was no increase to the per-student allocation last year, and the governor has proposed to flat-fund it again this year. The Alaska Senate passed legislation to increase the per-student allocation incrementally over the next three years.</span></font></div>

Eielson Air Force Base currently uses waste-to-energy technology, and the Municipality of Anchorage is scheduled to bring facilities online in May to harness natural gas from the Anchorage regional landfill to turn into electricity<font color="black">. That project will be fully operational by January 2013 and will produce enough power for the equivalent of 2,500 homes.</font><font color="#1F497D">&nbsp;</font></span></font></div>

JUNEAU – Representative Max Gruenberg's bill to make voting by mail easier passed the House State Affairs Committee today.  The bill would allow all Alaskans the same right as military and overseas voters whose applications to vote by mail remain effective for two general elections (up to four years). 

"Participating in our democracy is a right of citizenship," said Rep. Gruenberg (D-Anchorage), "and it should not be made difficult or inconvenient. Reducing the paperwork to vote by mail makes it easier for Alaskans to vote, especially those who have a hard time getting to their polling place."]]></description>

<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: verdana,geneva,sans-serif;">&quot;Participating in our democracy is a right of citizenship,&quot; said Rep. <p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: verdana,geneva,sans-serif;">Currently, voters must request a ballot each time they vote by mail, although they may apply before the primary election for mail-in ballots for both the primary in August and the next general election in November.&nbsp; State law allows uniformed service members and out-of-state voters to receive mail ballots for the next two general elections after they apply for a mail ballot. Rep. Gruenberg&#39;s legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20287&amp;session=27" target="_blank">HB 287</a><span class="MsoHyperlink">)</span> will extend the same right to all Alaskans. Under the bill, an application from a qualified voter to vote by mail will be valid through the next two general elections. In addition, each time the voter casts a mail ballot, the application will continue to be valid through the next two general elections. If the mail ballot is returned to the Division of Elections as undeliverable, the division will not have to send more ballots to that address. All the security and evaluation procedures already in place for handling absentee ballots will still apply to absentee ballots.</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: verdana,geneva,sans-serif;">&quot;I&#39;ve heard from so many people in my district who can&#39;t make it to the polls but want to vote in every election,&quot; said Rep. Petersen (D-Anchorage), the co-sponsor of the legislation. &quot;Right now, they have to get a new form, fill it out and mail it in every time they want to vote. It shouldn&#39;t be that inconvenient for Alaskans to participate in our democracy.&quot;</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: verdana,geneva,sans-serif;">Passage of HB 287 will expedite the absentee voting process for Alaskans who regularly vote absentee and increase voting access for those who have difficulty voting in person.&nbsp; Rural Alaskans, college students, senior citizens, and people with disabilities regularly choose to vote by mail.</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: verdana,geneva,sans-serif;">This act does not change voting rights. Voters can still request a one-time absentee ballot vote at their regular voting places or from the division of elections, just as they do now.</span></span></p>

Representative Scott Kawasaki&rsquo;s legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB244&amp;session=27" target="_blank">HB 244</a>) would make Alaska a leader in the national effort to protect individual voices by challenging the <i>Citizens United</i> ruling. </span></font></div>

House Minority Leader Beth Kerttula (Juneau), Representative Chris Tuck (Anchorage), Representative Pete Petersen (Anchorage) and Representative Les Gara (Anchorage) outlined their proposals to increase parent involvement in early education, to make sure school districts have the resources they need, and to make college and job training more affordable for Alaskans.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;We&rsquo;re the wealthiest state in the nation, and it is unacceptable for the governor to put education at number six on his list of priorities,&rdquo; said Rep. Kerttula. &ldquo;We are a great state, but we will not have a great future unless we educate our children.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Rep. Tuck&rsquo;s &ldquo;Parents as Teachers&rdquo; legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HB49" target="_blank">HB 49</a>) would expand voluntary training for parents on how to effectively engage in their children&rsquo;s education before kindergarten. Currently military bases in Alaska operate the program under the name &ldquo;Homes for Heroes.&rdquo; Children who receive this or other early learning pre-kindergarten opportunities are shown to do better in school and in the job market later in life. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;We can all agree that education starts in the home,&rdquo; said Rep. Chris Tuck. &ldquo;[My Parents as Teachers bill] is designed to get parents involved early in their child&rsquo;s education. And studies have shown that once parents get involved at the pre-K level, parents stay continually involved throughout their child&rsquo;s educational career.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Today, Rep. Petersen introduced an updated version of his legislation to ensure that schools don&rsquo;t have to continue to absorb the costs of inflation by making cuts that affect the classroom. The bill would increase the state&rsquo;s per-student commitment to districts by exactly the cost of inflation from one year to the next for three years beginning this year. To keep up with inflation from last year, this year&rsquo;s per-student increase would be $187.52. The bill (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20143&amp;session=27" target="_blank">HB 143</a>) also requires that the Department of Education and Early Development determine the actual rate of school cost increases for a current year and present suggested funding adjustments based on those numbers for each subsequent year. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;In the governor&rsquo;s state of the state last week, he had several priorities, but education wasn&rsquo;t toward the top, and when you look at his budget, it gives every agency enough to cover the costs of inflation except school children,&rdquo; said Rep. Petersen. &ldquo;Our young people need to be a top priority.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Rep. Gara described how his legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HB272" target="_blank">HB 272</a>) to make college and vocational education more affordable for Alaskans by reducing student loan rates for Alaskans who put their education and job training to work in Alaska. The bill would give a three percent interest rate reduction on Alaska student loans to students who work in Alaska.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;Money should never be an obstacle to success. It should never be an obstacle to jobs, and it should never be an obstacle to college,&rdquo; said Rep. Gara. &ldquo;If you want to bring your jobs skills back, which we need for our economy, we will help you and we will reduce your [Alaska student] loan rate.&rdquo;</span></font></div>
