“This debris could cause serious ecological, health and safety concerns for our coastal communities, not to mention significant economic impacts that could ripple throughout the state,” said House Democratic Leader Beth Kerttula (Juneau). “We know it’s coming—the first of it is already here. We need federal resources to get an idea of what we’re up against so we can develop the best way to deal with these waves of debris that could keep coming for months or more.”]]></description>

<p class="MsoNormal"><span style="font-family: Calibri, Verdana; font-size: 11pt;">In a <a href="http://www.akdemocrats.org/docs/050912_Tsunami_Debris_Letter.pdf" target="_blank"> letter</a> to Dr. Jane Lubchenco, Administrator of the National Oceanic and Atmospheric Administration (NOAA), the legislators outline some of Alaskans&rsquo; concerns about the tsunami debris and ask her to allocate the resources necessary to assess the potential impacts and develop an aggressive plan to minimize the risks to Alaska. House Democrats stand ready to work with federal, state and local entities to protect Alaskans from any negative effects from the tsunami debris.</span></p>
<p class="MsoNormal"><span style="font-family: Calibri, Verdana; font-size: 11pt;">&nbsp;</span></p>
<p class="MsoNormal"><span style="font-family: Calibri, Verdana; font-size: 11pt;">&ldquo;We request that the National Oceanic and Atmospheric Administration make the necessary resources available to assess the potential magnitude of what could be a prolonged torrent of debris littering Alaska&rsquo;s coastline. We also request the agency to set in place an aggressive plan to minimize and mitigate the damage to Alaska&rsquo;s coastal resources,&rdquo; states the letter. </span></p>

<p class="MsoNormal"><span style="font-family: Calibri, Verdana; font-size: 11pt;">According to the <a href="http://homertribune.com/2012/05/tsunami-debris-reaches-montague/" target="_blank"> Homer Tribune</a>, observers have documented unprecedented amounts of debris on Montague Island and other islands in the Gulf of Alaska including hazardous materials and containers of fuel and other toxins. </span></p>

So we&rsquo;ve come a long way forward since the governor laid out his budget, but even with this, schools will still have to make cuts this year. And unless we take action early next year, our students will still have to bear the burden of inflation next year in years to come.&rdquo;</span></span></p>

The proposal makes ongoing commitments to pupil transportation and vocational education and includes two proposals advocated for by Democrats. The Parents as Teachers program provides tools to parents who want to get involved in their children&rsquo;s education and the package also commissions an outside assessment to guide the Legislature in how to best improve and fund Alaska&rsquo;s schools. </span></span></p>

<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">&ldquo;Parents as Teachers is an inexpensive and effective way to help parents get involved in their children&rsquo;s education before the kids get to kindergarten,&rdquo; said Representative Chris Tuck (D-Anchorage) who has led efforts to promote Parents as Teachers in Alaska. &ldquo;With the support Parents as Teachers gives, both children and parents are better prepared for success throughout the students&rsquo; school careers.&rdquo; </span></span></p>

<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">&ldquo;We know we at least need to keep our schools&rsquo; resources up with inflation, but it&rsquo;s important we don&rsquo;t just throw money at education,&rdquo; said Representative Pete Petersen (D-Anchorage) whose HB143 called for keeping Alaska&rsquo;s per-student funding up with inflation for the next three years and directed the Department of Education and Early Development to develop a plan for how to best provide resources to Alaska&rsquo;s schools afterward. &ldquo;I&rsquo;m pleased that we will now get reliable advice on how to improve our schools and get them the resources they need to build on their successes.&rdquo;</span></span></p>

This bill gives the Board a fair process to resolve the issue.&rdquo;</font></span></font></div>

The bill was carefully drafted to ensure an effective and fair removal process, only permissible for clearly linked good causes.</font></span></font></div>

<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">Representative Les Gara (D-Anchorage) introduced an amendment that would require the Alaska Gasline Development Corporation to report to Alaskans on how its small gasline proposal compares to other available options for getting energy to Alaskans. Currently, estimates from tapping Cook Inlet gas or building a big gasline with off-takes for Alaskans would provide cheaper energy for Alaskans and would provide more incentive to develop North Slope and Cook Inlet oil and gas resources.</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">&ldquo;Alaska has so many better options for getting gas to Alaskans. Cook Inlet is experiencing an exploration revival, and gas from Cook Inlet, or gas from the big prize, a big gasline, would be cheaper for Alaskans and bring more benefits to the state,&rdquo; said Rep. Gara. &ldquo;This amendment says &lsquo;go forward, and once you spend $200 million, come back with a report to answer the question: is this still the best option for Alaska?&rsquo; before you spend any more of the people&rsquo;s money.&rdquo;</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">Representative David Guttenberg offered amendments to prioritize getting gas to Interior residents, to ensure the gas rates are fair to Interior residents, to encourage Alaska-preference in hiring.</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">&ldquo;As it is, this bill would repeat many of the mistakes Alaskans have made in the past,&rdquo; said Rep. David Guttenberg (D-Fairbanks). &ldquo;We have an oil line right through the Interior and we still pay some of the highest energy prices in the nation, and without significant changes, this bill would let us watch a gasline go by without any real benefit to Fairbanks.&rdquo;</span></span></p>
<p class="MsoNormal"><span style="font-size: 14px;"><span style="font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;;">Because all estimates of the cost of gas from this proposal are higher than what Alaskans are paying now or can expect to pay later through the status quo or new energy sources, Representative Pete Petersen offered an amendment to make sure Alaskans would not have to pay higher prices for gas from a small pipeline than they would otherwise. </span></span></p>

<p>JUNEAU &ndash; Today, the Alaska House of Representatives passed bi-partisan legislation to protect Alaskans from arsonists and those who support them. The legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20%2056&amp;session=27" target="_blank">HB 56</a>) by Representative Carl Gatto (R-Palmer), Representative <a href="http://www.repmaxgruenberg.com">Max Gruenberg</a> (D-Anchorage) and Representative Bob Lynn (R-Anchorage) adds arson to the list of serious crimes under Alaska&rsquo;s conspiracy laws. This will allow the state to prosecute people who plan arson in addition to those who actually set the fires.</p>
<p>&ldquo;Having served as a firefighter for twenty-five years, I can tell you that this fix to statute will assist in investigations of arson, and put in place a deterrent that can prevent the needless destruction to property,&rdquo; Rep. Carl Gatto, R-Palmer, said. &ldquo;I&rsquo;m pleased to have played a role in this bipartisan effort &ndash; one that included the support of the Alaska Fire Chiefs Association and the Parnell Administration.&rdquo;</p>
<p>&ldquo;Most big arson cases, including bombing and other explosions, involve more than one person. Often, the mastermind isn&rsquo;t the one lighting the match,&rdquo; said Rep. Gruenberg, a co-prime sponsor of the legislation. &ldquo;This bill will help us prosecute everyone involved in the crime, from terrorists, to anyone else who conspires to set fires in Alaska.&rdquo;</p>
<p>&ldquo;This bill allows law enforcement to go after the crime before the crime, to stop the match from being lit that can burn down the building and hurt innocent people,&rdquo; Rep. Bob Lynn, R-Anchorage, said.</p>
<p>HB 56 passed the House 27-4 and now goes to the Alaska Senate for consideration.</p>
