<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;The governor&rsquo;s support could make the difference in giving local districts the resources they need to prevent more cuts in the classroom,&rdquo; said Rep. Pete Petersen (D-Anchorage), the prime sponsor of legislation to ensure the per-student allocation keeps up with inflation. &ldquo;It&rsquo;s the state&rsquo;s duty to make sure schools get those resources, and it&rsquo;s important for our future that we honor that obligation to our students this year and every year.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">The Alaska Constitution requires the state to &ldquo;establish and maintain&rdquo; the state&rsquo;s public schools, and court rulings have interpreted that to mean the state is obligated to provide adequate resources to school districts.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;Alaska&rsquo;s educators need to know they have a commitment from the state so they can focus on where to improve, not where to cut,&rdquo; the representatives say in the letter. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Alaska House Democrats are working to garner support in the House for increasing the per-student funding amount enough to cover the costs of inflation. There was no increase to the per-student allocation last year, and the governor has proposed to flat-fund it again this year. The Alaska Senate passed legislation to increase the per-student allocation incrementally over the next three years.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;We&rsquo;re the wealthiest state in the nation, and it is unacceptable for the governor to put education at number six on his list of priorities,&rdquo; said Rep. Kerttula. &ldquo;We are a great state, but we will not have a great future unless we educate our children.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Rep. Tuck&rsquo;s &ldquo;Parents as Teachers&rdquo; legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HB49" target="_blank">HB 49</a>) would expand voluntary training for parents on how to effectively engage in their children&rsquo;s education before kindergarten. Currently military bases in Alaska operate the program under the name &ldquo;Homes for Heroes.&rdquo; Children who receive this or other early learning pre-kindergarten opportunities are shown to do better in school and in the job market later in life. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;We can all agree that education starts in the home,&rdquo; said Rep. Chris Tuck. &ldquo;[My Parents as Teachers bill] is designed to get parents involved early in their child&rsquo;s education. And studies have shown that once parents get involved at the pre-K level, parents stay continually involved throughout their child&rsquo;s educational career.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Today, Rep. Petersen introduced an updated version of his legislation to ensure that schools don&rsquo;t have to continue to absorb the costs of inflation by making cuts that affect the classroom. The bill would increase the state&rsquo;s per-student commitment to districts by exactly the cost of inflation from one year to the next for three years beginning this year. To keep up with inflation from last year, this year&rsquo;s per-student increase would be $187.52. The bill (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20143&amp;session=27" target="_blank">HB 143</a>) also requires that the Department of Education and Early Development determine the actual rate of school cost increases for a current year and present suggested funding adjustments based on those numbers for each subsequent year. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;In the governor&rsquo;s state of the state last week, he had several priorities, but education wasn&rsquo;t toward the top, and when you look at his budget, it gives every agency enough to cover the costs of inflation except school children,&rdquo; said Rep. Petersen. &ldquo;Our young people need to be a top priority.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Rep. Gara described how his legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HB272" target="_blank">HB 272</a>) to make college and vocational education more affordable for Alaskans by reducing student loan rates for Alaskans who put their education and job training to work in Alaska. The bill would give a three percent interest rate reduction on Alaska student loans to students who work in Alaska.</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;Money should never be an obstacle to success. It should never be an obstacle to jobs, and it should never be an obstacle to college,&rdquo; said Rep. Gara. &ldquo;If you want to bring your jobs skills back, which we need for our economy, we will help you and we will reduce your [Alaska student] loan rate.&rdquo;</span></font></div>

Representative Max Gruenberg (D-Anchorage), Representative Sharon Cissna (D-Anchorage) and Representative Scott Kawasaki (D-Fairbanks) sponsored the legislation, and Representative Pete Petersen (D-Anchorage) is a co-sponsor. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">House Bill 77 would establish a nonpartisan blanket primary election in Alaska. Under this system, voters could cast their ballots for any candidate running for office in a primary election, and the top two vote-getters, regardless of party, would advance to the general election. In Washington state and California, voters created a non-partisan primary by initiative. This bill is based on the Washington primary process.</span></font></div>

<p style="text-align: left;"><strong>Rep. Kerttula, State of the State response 1-18-2012</strong></p>
<p style="text-align: left;">Good evening. Thank you for tuning in tonight.&nbsp; I&rsquo;m Beth Kerttula, and I am proud to be the House Democratic Leader.&nbsp; I have the honor to present our view of the state of the state and our shared future.</p>
<p style="text-align: left;">I had the good fortune to be raised here in Alaska.&nbsp; My grandfather first came here almost 100 years ago &amp;, much like the fuel ship last week, was trapped by the ice in Nome.&nbsp; The winter he spent there was made shorter by the strong, resourceful people he met &ndash; whose families remain friends of mine to this very day.&nbsp; I thought of my grandfather as I watched the Russian tanker slowly make its way up the coast to deliver desperately needed fuel to our ice blocked northern port.&nbsp;</p>
<p style="text-align: left;">Alaskans still have the same courageous spirit&mdash;we don&rsquo;t just live through hardship, we conquer it, like those in Nome, Cordova or Valdez are doing this very evening.</p>
<p style="text-align: left;">You&rsquo;ve elected us to lead, and it&rsquo;s our job to lead in a way that honors Alaska&rsquo;s courageous spirit by using today&rsquo;s resources to build tomorrow&rsquo;s opportunities.</p>
<p style="text-align: left;">Tonight, I want to talk about three things: JOBS, EDUCATION, and GETTING OUR FAIR SHARE for our resources.</p>
<p style="text-align: left;">Let&rsquo;s talk about JOBS:</p>
<p style="text-align: left;">Despite the national economy, Alaska is doing pretty well.</p>
<p style="text-align: left;">There are more oil and gas jobs in Alaska today than since TAPS was completed.</p>
<p style="text-align: left;">We&rsquo;re experiencing a North Slope and Cook Inlet exploration boom.</p>
<p style="text-align: left;">New areas are opening up for resource development.</p>
<p style="text-align: left;">Getting a fair return on these resources has made us the wealthiest state in the nation, but getting the resources out of the ground is only half of what is means to be a resource state.</p>
<p style="text-align: left;">The opportunities we create from our resources are what will define our success.</p>
<p style="text-align: left;">To turn today&rsquo;s resources into tomorrow&rsquo;s jobs, we must:</p>
<p style="text-align: left;">Save money.</p>
<p style="text-align: left;">We have proposals to put billions of our surplus into the Permanent Fund and out of the reach of those who might rush to spend it.</p>
<p style="text-align: left;">Invest wisely in 21st century energy and infrastructure.</p>
<p style="text-align: left;">That includes broadband internet and renewable energy.</p>
<p style="text-align: left;">Now is the time to move Alaska forward.</p>
<p style="text-align: left;">The best way to open doors for Alaskans and to assure them good jobs is through quality education and job training.&nbsp;</p>
<p style="text-align: left;">Education and job training are the keys to opportunity, and I&rsquo;m excited about the innovative ways our caucus is helping Alaskans from their preschool years until they join the workforce.</p>
<p style="text-align: left;">Rep. Tuck has legislation to help parents get involved in their children&rsquo;s education early on so their children can get ahead and stay ahead when they get to school.</p>
<p style="text-align: left;">Rep. Petersen has legislation to ensure our school-age children don&rsquo;t bear the burden of inflation with cuts in the classroom.</p>
<p style="text-align: left;">And a number of us, led by Rep. Les Gara, sponsored a bill to lower the cost of college and job training for Alaskans who put their new skills to work in Alaska.</p>
<p style="text-align: left;">There&rsquo;s no better investment than investing in Alaskans. And there&rsquo;s no better time to do it than now.</p>
<p style="text-align: left;">The key to making all this happen is getting our fair share of our resource wealth.</p>
<p style="text-align: left;">Almost every Alaskan has either family or close friends Outside.&nbsp; We hear every day about the recession the Lower 48 is in.&nbsp; If we want to join the rest of the country in this terrible recession, accepting less than our fair share of the returns from our resources is the way to do it.</p>
<p style="text-align: left;">We&rsquo;ve all heard the debate over the governor&rsquo;s proposal to give away billions of dollars in Alaska&rsquo;s oil wealth.</p>
<p style="text-align: left;">Outside interests have a long history of trying to exploit Alaska&rsquo;s resources, whether it is fur, fish, copper or oil.</p>
<p style="text-align: left;">Our state was founded to make sure Alaskans could stand up to these Outside interests and get our fair share of the wealth Outsiders were taking from our state.</p>
<p style="text-align: left;">It is this courage and leadership to stand up for Alaska that built our state.</p>
<p style="text-align: left;">As the current oil tax debate continues, Democrats will continue to stand up against any attempt to give away our resources.</p>
<p style="text-align: left;">Alaska is already investing hundreds of millions of dollars in the oil industry each year in oil tax credits&mdash;over 3 billion dollars in the last four years.</p>
<p style="text-align: left;">Through these credits, Alaskans are the biggest single investor on the North Slope, and we need to be able to see what a company has done to earn its credits.</p>
<p style="text-align: left;">It&rsquo;s amazing we haven&rsquo;t done this already, but Representative Gardner has introduced legislation to allow Alaskans to see three things:</p>
<ol>
<li style="text-align: left;">descriptions of what a company is doing to earn its oil tax credits,</li>
<li style="text-align: left;">how many jobs it&rsquo;s creating, and</li>
<li style="text-align: left;">how many of those jobs are going to Alaskans.</li>
</ol>
<p style="text-align: left;">We should know what we&rsquo;re buying for the billions of dollars we&rsquo;re already investing.</p>
<p style="text-align: left;">We live in a great state, with many opportunities to secure an even brighter future. I am looking forward to a successful legislative session.&nbsp; My caucus and I stand ready to work with Alaskans across the aisle and across the state to</p>

<li style="text-align: left;">create good jobs,</li>
<li style="text-align: left;">a strong education system, and</li>
<li style="text-align: left;">a healthy economy for ALL Alaskans.&nbsp;</li>

<p>House Democrats are disappointed today by the unraveling of the special session to retain the Alaska Coastal Management Program (ACMP). Democrats said abandoning the ACMP will directly affect Alaskans by killing jobs, impeding development and decreasing state and local control in Alaska.</p>
<p>Democratic Leader Rep. Beth Kerttula said, &ldquo;It&rsquo;s unfathomable to me that Alaska, with more coastline that the rest of the country combined, will be the only coastal state without a coastal management program. The loss of the ACMP will be felt around the state. The state and coastal communities will lose their power over the permitting process on federal lands and in federal waters in Alaska. The Division of Coastal &amp; Ocean Management provided essential services that streamlined and coordinated the permitting process. Loss of the program will decrease permitting efficiency and discourage investment by small independent companies that don&rsquo;t have entire legal divisions to deal with permitting.&rdquo;</p>
<p>Democratic Whip Rep. Berta Gardner said, &ldquo;What we really needed was leadership to put together a deal to keep control of Alaska&rsquo;s resources in Alaskans&rsquo; hands. This outcome demonstrates a lack of leadership from the governor.&rdquo;</p>
<p>Finance member Rep. Les Gara said, &ldquo;We had quick, coordinated permitting and the right to follow state law and to listen to local communities. That will be replaced by slower permitting, federal laws and decisions made solely by federal bureaucrats. Today was a bad day for Alaska.&rdquo;</p>

<p>In February of this year, Rep. Sharon Cissna (D-Anchorage) made national headlines following an encounter she had with the TSA (Transportation Security Authority) while traveling. An airport full-body X-ray scan revealed scars from breast cancer surgery, prompting the TSA to subject Cissna to an invasive hand search. Cissna refused and began a long journey back to Juneau by automobile, ferry and small aircraft.</p>

<p>She has worked with legislators from many other states since and is a co-chair of the new group of legislators dedicated to solving this issue. The organization&rsquo;s name is United States for Travel Freedom. Today, the Texas House of Representatives passed legislation sponsored by Representative David Simpson, a member of the Travel Freedom group. This legislation is the first actual bill that would limit the TSA&rsquo;s ability to conduct intrusive searches without probable cause. The following is a statement from Rep. Cissna on the heels of that landmark vote.</p>
<p>&nbsp;</p>
<p><strong><em>I am so pleased with the progress of this legislation in Texas. Current invasive airline screening affects everyone, in some way that they may not realize until they or a loved-one is invasively felt up at the airport.&nbsp;In Alaska, as we are dependent on commercial airlines to leave the state, it becomes a greater economic and survival issue. That does not diminish the need for security. We need to ensure TSA understands that security is both physical, emotional and medical. These invasive searches are not in the spirit of our Constitution.&nbsp;It&rsquo;s time to restore freedoms we once took for granted.</em></strong></p>

<p><strong><em>Our group believes this important step in Texas is the first of the journey to restore important rights to Americans who simply want to travel with both their security and their dignity intact. </em></strong></p>

<p>JUNEAU &#8211; Today, Alaska House Democrats announced a simple, common-sense solution to the budget stand-off that has the Legislature locked into a special session.</p>
<p>&ldquo;We have a way out of this mess. It isn&rsquo;t all that complicated,&rdquo; said Representative Beth Kerttula, House Minority Leader. &ldquo;We say this without blame and in the spirit of being helpful.&rdquo;</p>
<p>The Democrats&rsquo; proposal has three parts. First, the governor needs to renounce his threat to veto capital projects in retaliation for HB 110. Then the Senate needs to remove the contingency language concerning energy projects in the capital budget. Finally, the House, Senate and the governor need to agree on which energy projects should be in the capital budget.</p>
<p>&ldquo;And that&rsquo;s it. Sorry it&rsquo;s that simple, but it is that simple. And if everyone can do their part and stop what I can only characterize as bickering about this, we can be out of here in two or three days,&rdquo; said Representative Mike Doogan.</p>
<p>&ldquo;We need to stop having the House blame the Senate or one body blame the other body and move ahead and solve this thing. That&rsquo;s what the public expects,&rdquo; said Representative Les Gara.</p>
<p>&ldquo;What&rsquo;s clouding the issue right now is the governor&rsquo;s threat to veto. The most important thing is for the Governor to back off of that statement,&rdquo; said Representative David Guttenberg. &ldquo;It&rsquo;s not about pointing the finger. It&rsquo;s about understanding what the issues are and getting past them. It&rsquo;s about sitting down together and getting to where we need to be.&rdquo;</p>

<p>&ldquo;I thank the good Lord that we don&rsquo;t have to do the mandatory full-body pat downs in Alaska YET. It is my desire that the committee needs to leave the Washington, D.C. beltway to better find out from Alaskans what they are experiencing,&rdquo; said Senator Linda Menard (R- Wasilla) who collected signatures in the Alaska Senate.</p>
<p>&nbsp;</p>
<p>The letter specifically requests the hearing focus on the new pat-down procedures adopted on October 28, 2010 and &ldquo;other TSA policies that may violate the privacy rights of law-abiding individuals.&rdquo;</p>
<p>&nbsp;</p>
<p>&ldquo;Efficient air travel is a cornerstone of Alaska&rsquo;s economy and quality of life. There is no way to travel to many areas of Alaska except via air. Furthermore, there is no way to travel to Alaska itself except by ship, airplane, or through Canada, which requires a passport. Therefore, the procedures used for air travel are of the utmost importance to Alaskans,&rdquo; say the legislators in the letter.</p>
<p>&nbsp;</p>

<p align="center"><span style="font-size: 16px;"><em>House Democrats offer amendments to require more development, disclosure</em></span></p>
<p>&nbsp;</p>
<p>JUNEAU &ndash; Today, House Democrats offered a series of amendments to Governor Parnell&rsquo;s oil tax giveaway designed to make sure Alaskans get the exploration, production and jobs Alaska needs on the North Slope in return for lowering oil taxes.</p>
<p>&nbsp;</p>
<p>Rep. Bob Miller (D-Fairbanks) introduced an amendment that would allow oil companies to get the governor&rsquo;s proposed tax breaks until January 1, 2017. After that, companies would have to have increased their production ten percent over current levels in order to continue receiving the lower tax rates. For each year after, a company would have to increase its production two percent each year to keep the lower rates. Companies not increasing production in any given year would not get the breaks in the governor&rsquo;s bill for that year.</p>
<p>&nbsp;</p>
<p>&ldquo;We want to be sure that they are earning the breaks that we are giving,&rdquo; said Rep. Miller. &ldquo;This amendment says here&rsquo;s the benefit. If you do not make certain metrics for the benefit of Alaska, we withdraw those benefits.&rdquo;</p>
<p>&nbsp;</p>
<p>The amendment failed 13-24 with two members of the House Majority joining House Democrats in support.</p>
<p>&nbsp;</p>
<p>Rep. Berta Gardner introduced an amendment to require companies asking for tax credits for investments to tell the public what they did to earn the investments.</p>
<p>&nbsp;</p>
<p>&ldquo;This is the &lsquo;tell us what we&rsquo;ve bought&rsquo; amendment,&rdquo; said Rep. Gardner. &ldquo;Who got credits, how much were the credits, and what did they do to earn those credits. This is what we are buying, and I think that Alaskans will broadly support that it should be available to us.&rdquo;</p>
<p>&nbsp;</p>
<p>Rep. Mike Doogan offered an amendment to sunset the whole bill at the end of 2014, roughly the same amount of time the legislature gave ACES to work before revisiting it.</p>
<p>&nbsp;</p>
<p>&ldquo;If we don&rsquo;t do this [amendment] we&rsquo;re just going to give oil companies a lot of money for a long, long time,&rdquo; said Rep. Doogan.</p>
<p>&nbsp;</p>
<p>Both Rep. Doogan and Rep. Gardner&rsquo;s amendments failed along caucus lines.</p>
<p>&nbsp;</p>
<p>In order to target the bill to get more oil, Rep. Les Gara offered an amendment to increase the exploration tax credits in the bill and remove the rest of the governor&rsquo;s tax breaks. That amendment was still under debate when the House recessed until 5:00pm.</p>
<p>&nbsp;</p>
<p>While debating Rep. Miller&rsquo;s amendment, Rep. Gara summed up the theme of the Democrats&rsquo; amendments:</p>
<p>&nbsp;</p>
<p>&ldquo;There&rsquo;s a common theme in the amendments from members from our side of the aisle. If we&rsquo;re going to give you state money, we want to see jobs, exploration, production facilities and oil in the pipeline.&rdquo;</p>
