<p class="fb_desc">JUNEAU &#8211; Today, Representative Chris Tuck (D-Anchorage) introduced legislation (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HB348">HB 348</a>) to allow travelers to request that a witness be present during private pat-down airport security searches.</p>
<p>&quot;This bill would give travelers the right to have a witness of their own choosing, including an airport police officer, present at a private security pat-down,&quot; said Rep. Tuck. &quot;This will help protect Alaskans from inappropriate procedures by security officers which is in violation of state law.&quot;</p>
<p>The bill states that security screening personnel may not refuse a request for a witness and that a witness can be anyone of the traveler&#39;s choosing including airport police officers.</p>
<p>HB 348 was referred to the Transportation and Judiciary committees.</p>

Bob Miller and three other Democrats in the Alaska House of Representatives introduced a resolution (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?session=27&amp;bill=HJR39" target="_blank">HJR 39</a>) calling on the state of Alaska to opt-out of the federal No Child Left Behind (NCLB) program and to develop its own Alaska-appropriate education standards. </span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;No Child Left Behind was a federal mandate that never worked for Alaska,&rdquo; said Rep. Miller. &ldquo;It&rsquo;s time we develop our own Alaska-appropriate standards and get out from under this federal program that set too many of our schools up to fail.&rdquo;</span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">In order to opt out of NCLB, a state must develop its own standards that incorporate rigorous college and career standards, focus on fixing the worst performing schools and those with the biggest achievement gaps, and adopt teacher and administrator evaluations based partly on test scores. </span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;No bar in the opt-out process is too high,&rdquo; said Miller, &ldquo;and going through the opt-out process gives Alaskans the chance to set our own goals for our children&rsquo;s education.&rdquo; </span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">As stated in the resolution, &ldquo;developing an improved, Alaska-specific educational plan to meet the requirements of the waiver request will allow Alaska to develop rigorous but relevant state standards.&rdquo;</span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">In the first round of submissions, eleven states applied for NCLB waivers, and 28 additional states have already filed intent to apply in the second round.</span></font></p>
<p style="margin: 1em; text-align: left;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">The resolution calls on the governor to &ldquo;direct the Department of Education and Early Development to develop Alaska-appropriate educational standards that will serve to improve the quality of education in Alaska and that will qualify the state to opt-out of NCLB&rdquo; and to &ldquo;pursue a waiver to the NCLB Act by the September 6, 2012 deadline established by the United States Department of Education.&rdquo;</span></font></p>

<p>JUNEAU &ndash; Rep. Pete Petersen introduced legislation this week to allow Alaskans to pay off home energy upgrades with the savings they earn on their utility bills from the improvements.</p>
<p>&ldquo;With energy costs as high as they are these days, we need to do everything we can to make it easier for Alaskans to make their homes more efficient and lower their energy bills,&rdquo; said Rep. Petersen.</p>
<p>The bill (<a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20334&amp;session=27" target="_blank">HB 334</a>) would allow energy utilities to partner with third party lenders to make loans available to their customers for energy efficiency improvements and to allow customers to repay these loans through installments on their regular utility bills. Individuals and business can achieve significant long term savings from upgrading the energy efficiency of their homes, buildings, and appliances, but high up-front costs too often make these efficiency improvements hard to afford.</p>
<p>&ldquo;Too often, the up-front costs of energy retrofits prevent Alaskans from making the improvements,&rdquo; said Rep. Petersen. &ldquo;If we can make it easier for Alaskans to finance those up-front costs, we can help more people lower their energy bill for years to come.&rdquo;</p>
<p>In order to qualify for one of these loans, customers would need to have their property inspected by an energy rater, and they must use the loan to pay for improvement recommended by the rater using a rating system approved by the Alaska Housing Finance Corporation.</p>
<p>These loan programs would complement the Alaska Housing Finance Corporation&rsquo;s successful Home Energy Rebate program and the Alaska Energy Authority&rsquo;s new Commercial Energy Audit program, by providing a convenient financing option to pay for the costs not reimbursed by these programs.</p>

<p><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">This morning, the Alaska State House passed <a href="http://www.legis.state.ak.us/basis/get_bill.asp?bill=HB%20274&amp;session=27" target="_blank">HB 274</a>, a bill by Rep. Lindsey Holmes that will bolster the state&rsquo;s ability to stand up for the rights of Alaskan consumers.</span></font></p>
<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Currently, a loophole in state law prevents the state from enforcing Alaska&rsquo;s Consumer Protection laws in cases where federal and state responsibility overlap. Rep. Holmes&rsquo; bill would allow the state to enforce its consumer protection laws when there is shared jurisdiction with the federal government. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">&ldquo;Our state has great laws on the books to stand up for Alaskan consumers,&rdquo; said Holmes, &ldquo;But we need to make sure there aren&rsquo;t any inadvertent loopholes that would keep those laws from protecting our citizens.&rdquo;</span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">The state&rsquo;s Consumer Protection Act has an exemption that says it does not apply to &ldquo;conduct prohibited by other state or federal law.&rdquo; Although some federal law automatically preempts state law, there are many areas where federal and state enforcement overlap. In these cases, the exemption could prevent the state from pursuing claims against corporations engaged in illegal business practices.</span></font></div>

It&rsquo;s dangerous, expensive and wrong to have children out there who have to go to the ER because they can&rsquo;t see a doctor when they need one,&rdquo; said Rep. Guttenberg. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">Many parents and guardians do not have access to family coverage including: small business owners, high-risk parents, grandparents raising grandchildren, and court appointed caregivers. This bill would allow these Alaskans the option to purchase insurance to cover just their children. </span></font></div>

<div style="margin: 0px;"><font face="Calibri,sans-serif" size="2"><span style="font-size: 11pt;">The bill does not dictate the terms of child-only policies a company will offer, it simply allows for those plans to be available. It allows for an open enrollment period to alleviate company fears that people may sign up for coverage only after a child needs medical care.</span></font></div>
