Gardner & Ellis Sponsor Bills for Dowling Fix

JUNEAU -- Rep. Berta Gardner and Sen. Johnny Ellis, both D-Anchorage, on Tuesday introduced companion bills in the State House and Senate to pay for extending Dowling Road from Laurel Street to Abbott Loop Road.

"Traffic is a major headache for the folks who live or work in my district. That's why we joined the governor and the city government in asking for money to address the problem. Our bill is a way to underline the importance of the Dowling extension as a cost-effective step in fixing Anchorage's traffic problem ," Representative Gardner said.

House Bill 125 and Senate Bill 89 would pay the $19.5 million project cost from the general fund. Gardner and Ellis, working as a team and across political party lines, hope that through the legislative process the project will eventually be funded in the capital budget.

"The southeastern portion of my district has grown significantly during the past several years," Senator Ellis said, "and we haven't kept up on road projects to support that growth."

The Dowling Road extension would connect with the extension of Bragaw Road from east 64th Avenue to Tudor Road. That project has already been approved by voters. The Dowling extension would allow drivers to reach east or west Anchorage without passing through the notorious Lake Otis-Tudor intersection.
